In 65:4, a man can divorce a woman who has never had her period and Ibn Katheer considers that these are young people who have not yet reached the years of menstruations!
The verse speaks more particularly of the period of viduity for children (they did not yet have menses), it is a period of waiting to be observed after a divorce and only applies to those who have been sexually consumed (see 33:49)...
In fiqh, prepubescent children can make love with adults, see Umdat:n9.2
